Ukraine and Poland agreed on the simplification of Ukrainian transit procedures-06.03.2023

Ukraine and Poland agreed on simplifying the procedures for exporting Ukrainian grain and oilseeds in transit through Poland to other countries, the Ministry of Agrarian Policy reported after the meeting of Mykola Solskyi, the Minister of Agrarian Policy and Food of Ukraine, with his colleague Henryk Kovalchuk, on March 3. 

“Following the meeting, agreements were reached, outlined in a joint statement,” – the message states. 

In particular, in order to improve and streamline the transit of Ukrainian grain and oilseeds through the territory of Poland, from March 8, 2023, official seals (customs seals) will be mandatory for motor vehicles at customs points located at Polish-Ukrainian border crossings. In the case of railway transportation, the carrier will be obliged to put seals on each wagon. These seals will be controlled by employees of the National Fiscal Administration at the Polish-Ukrainian border crossings. Official seals will be removed by employees of the National Fiscal Administration in three Polish seaports (Gdansk, Gdynia, Swinoujscie).

"In case of transit of goods to other EU member states, official seals will be removed at authorized storage points located in these countries. At the same time, the record of the cargo's arrival at the declared place for the purpose of removing the seals will be available through the NCTS system. In the case of transit to ports or other EU member states, provided official seals are used, the Polish Veterinary Inspection will not conduct any checks," the message added.

"We achieved mutually beneficial results. It is important that these agreements take into account the interests of both Polish and Ukrainian farmers who transit grain to other countries and to Polish ports. We plan to implement these procedures in the coming days. And next week, the transport will go according to the new rules. This will reduce queues at the borders and make trade between our countries more comfortable," commented M. Solskyi on these agreements.
