The change in the rules for the formation of a queue for inspection of vessels in the Bosphorus Strait as well as the increase in their tonnage and the planning of the work of marine terminals and operators were discussed at the meeting of the Coordinating Council on Logistics in Agriculture under the chairmanship of the Minister of Agrarian Policy and Food of Ukraine Mykola Solsky.
The specified issues have raised due to the significant slowdown of inspections in the Bosphorus of vessels moving under the grain agreement. Since the beginning of 2023, the average number of inspections has been 2.5 vessels per day against 3.5 vessels in December 2022. Currently, 117 ships with Ukrainian grain are waiting for the inspection. Every day of downtime brings losses to farmers, as it leads to a decrease in the purchasing price.
The participants of the meeting considered possible options for reducing the idle time of vessels and increasing the volume of exports. In particular, it was proposed to increase the minimum tonnage of ships to 25 thsd tonnes, to introduce long-term planning of the work of terminals and operators to provide customers with a real line-up of ships. The market supported such proposals.
Taking into account the complexity of the situation and the time required to work out the relevant proposals, it was agreed to schedule an extraordinary meeting of the Coordination Council on February 9 for the final resolution of this issue.
